AUGUST 14, 2013 REGULAR MEETING

The Police Commission of the City and County of San Francisco met in Room

400, City Hall, #1 Dr. Carlton B. Goodlett Place, San Francisco, at 5:35 p.m.

PRESENT: Commissioners Turman, Marshall, DeJesus, Chan, Kingsley, Loftus

ABSENT: Commissioner Mazzucco

(Commissioner DeJesus was excused at 7:00 p.m.)

CONSENT CALENDAR

- Request to accept gift of seven (7) tickets to the Monterey Bay Aquarium,

valued at $244.65, from Mr. Kevin Comora, President of Vizicast, for the

Tenderloin District Youth Engagement Program (Resolution 37-13)

- Request of Officer Norman Lee to accept gift of $50.00 Amazon gift certificate,

from Mr. Norman Gemmell, New Zealand resident, in appreciation for Officer

Lee’s assistance in locating a laptop (Resolution 38-13)

None

Motion by Commissioner Chan, second by Commissioner DeJesus. Approved

6-0.

PUBLIC COMMENT

Jakkee Bryson commended the Department in handling the fair and

commended Sgt. Liza Frasier for her work. She also spoke of how Sgt. Frasier handled

an incident and thanked the Department for their work.

Betty Tillman, retired SF Unified teacher, spoke in regards to moving to 701

Golden Gate Avenue and incidents of rape and stalking.

REPORTS AND ANNOUNCEMENTS

a. Chief’s Report

- Review of recent activities

- Update on implementation of the Youth Commission recommendations

Chief Suhr spoke of the 7th anniversary of the death of the son of Ms. Paulette

Brown and asked Commander Sainez to speak. Commander Sainez provided an update

on the homicide case of Ms. Paulette Brown’s son.

Chief Suhr then gave a brief update on recent incidents around the city,

including stabbings where arrests were made. He also talked about the Outside Lands

Music Festival and incidents that happened during the festival where there were

195,000 attendants. The Chief also spoke of arrests and seizures made of the drug

ecstasy. The Chief also talked about the Garden Project where there were 232 kids

participated.

Captain Lazar presented the update on the implementation of the Youth

Commission recommendations.

Mr. Kevin Truit, Deputy Superintendent, addressed the Commission in regards

to the MOU between SFPD and SFUSD.

Youth Commissioner Nia Shackelfort addressed the Commission.

Youth Commissioner Angel Carrion addressed the Commission.

Youth Commissioner Ramon Gomez addressed the Commission.

Youth Commissioner Monge-Rodriguez addressed the Commission.

Kevin Bogus, Coleman Advocates, addressed the Commission.

b. OCC Director’s Report

- Review of recent activities

- Presentation of the OCC’s Monthly Comprehensive Statistical Report and

companion reports for the periods January 1, 2013 through July 31, 2013 and

January 1, 2012 through July 31, 2012, Mediation of Complaints in July 2013

and Adjudication of Sustain Complaints in July 2013

Director Hicks presented the OCC’s Comprehensive Report for July 2013.

Commissioner Turman has no report.

Commissioner Chan reported on meeting in regards to patrol special issues.

Commissioner Loftus reported that she did attend the anniversary event for Ms.

Paulette Brown’s son.

d. Commission Announcements and scheduling of items identified for

consideration at future Commission meetings

Inspector Monroe announced that there will be no meeting on August 21st , and

the district meeting will be in the Central District, Gordon J. Lau Elementary School, 950

Clay Street on August 28th , and on September 4th will be the Medal of Valor Ceremony,

Legion of Honor, at 6 p.m.

PUBLIC COMMENT

Ms. Paulette Brown spoke on the anniversary of her son’s death and showed

the names of alleged suspects who were involved with the shooting of her son.

Emil Lawrence spoke in regards to unsolved murders of San Francisco.

Youth Commissioner Carrion spoke in regards to training.

Youth Commissioner Gomez read a statement in regards to youth and police

relationships.

Eleana, teacher, spoke in support of the MOU between SFPD and SFUSD.

Motion by Commissioner Loftus , second by Commissioner Kingsley. Approved

5-0.

Thereafter, the meeting was adjourned at 7:25 p.m.
