JULY 24, 2013 REGULAR MEETING

The Police Commission of the City and County of San Francisco met in the

Taraval District, A.P. Giannini Middle School, 3151 Ortega, San Francisco, at 6: p.m.

PRESENT: Commissioners Mazzucco, Turman, Marshall, Kingsley, Loftus

ABSENT: Commissioner Chan

Commissioner Mazzucco welcomed the audience and welcomed Supervisor

Katy Tang. Commissioner Mazzucco then asked the Commissioners to introduce

themselves.

REPORTS AND ANNOUNCEMENTS

a. Chief’s Report

- Review of recent activities

Chief Suhr addressed the audience and talked about recent activities in the

Department including the crash of Asiana Airlines, shooting at 888 Brannan, and

gunfight at Larkin and O’Farrell Street. The Chief also talked about how the Department

is engaging the youths.

b. OCC Director’s Report

- Review of recent activities

Director Hicks addressed the audience and went on to describe the duties and

responsibilities of the OCC.

c. Commission Reports

- Commission President’s Report

- Commissioners’ Reports

Commissioner Mazzucco announced that the Supervisors have approved the

reappointment of Commissioner Petra DeJesus.

d. Commission Announcements and scheduling of items identified for

consideration at future Commission meetings

Inspector Monroe announced that the Commission will not meet next week.

Commissioner Mazzucco also announced that on August 7th , the Commission

will present certificates to officers who helped during the Asiana plane crash.

CAPTAIN CURTIS LUM, COMMANDING OFFICER OF TARAVAL STATION, TO ADDRESS

THE COMMISSION ON POLICE ACTIVITIES IN THE TARAVAL DISTRICT

Captain Lum addressed the Commission and the audience on police activities in

the Ingleside District and went on to talked about the overview of Taraval District, crime

statistics and the demographics of the Taraval District.

PUBLIC COMMENT

Bill Barnico, past President of Outer Street Association, commended the men

and women of Taraval Station and commended Captain Lum for his work in the district.

James Adams, Security Director Stonestown Galleria and retired police officer,

thanked Captain Lum for his work with Stonestown on cell phone thefts and car

burglaries. He went on to commend the officers of Taraval Station for their work with

Stonestown.

Glen, Taraval CPAB, commended Captain Lum and his officers for their work

with CPAB and their work with the community.

Emil Lawrence commended Officer John Cunningham for his response during

the Asiana Airlines crash.

Ron Stickel, Sunset Youth Services, commended Captain Lum and officers of

Taraval for their work with the youths in the District.

John Suliski, Safe Block Captain, commended Captain Lum and officers of

Taraval for their work in addressing issues in his neighborhood.

Jane Patterson, Taraval resident, spoke of her daughter’s battle with leukemia

and spoke of incident where Christmas presents were stolen and thanked Captain Lum

and Lt. Johnson, and Sgt. Mannix for their help in taking up a collection to replace those

presents.

Steve Ward, retired special education teacher, thanked Captain Lum for

addressing quality of life issues and his work and collaboration with the community.

Jeanette Berger, OMI resident, spoke regarding quality of life and how the

officers of Taraval work with everyone in the community. She went on to say that she

does not see eye to eye with Captain Lum.

Deb Howe, SF Zoo, commended Captain Lum for making the zoo a priority and

for his collaboration with zoo staff and went on to commend the officers of Taraval.

Bill, retired Captain SF Sheriff’s Department, commended Captain Lum and the

officers of Taraval for their professionalism and their work with the community.

Anna, OMI Family Research Center, commended Captain Lum, Sgt. Mannix,

Officer Chan for their help and involvement with the community.

Lee Spring, Manager Oceanview Public Library, thanked Captain Lum for

establishing the Taraval Neighborhood Team for their help and response when called

upon.

Mary Harris, President OMI Neighbors in Action, spoke of working with the

police, district attorney, and city attorney to clean up the neighborhood and talked

about the captains’ rotation and asked that Captain Lum stay in the Taraval and spoke of

the neighborhood team and asked that the next Commission meeting be closer to the

OMI.

Jackie Battle spoke of a young man killed at their facility last February and

thanked the officers of Taraval of coming in and checking up on their staff after the

incident.

Ronnie Singh, District Attorney assigned to Taraval, thanked Chief Suhr for his

collaboration with the DA’s office on the project prosecution team and thanked Captain

Lum and his officers for letting them in to work with the officers to make San Francisco a

safe city.

Motion by Commissioner Loftus, second by Commissioner Kingsley. Approved

5-0.

Motion by Commissioner Loftus, second by Commissioner Kingsley for non

disclosure. Approved 5-0.

ADJOURNMENT

Motion by Commissioner Loftus, second by Commissioner Marshall. Approved

5-0.

Thereafter, the meeting was adjourned at 8:50 p.m.
