Violent Crime Down Significantly In San Francisco

The San Francisco Police Department reports a significant reduction in violent crime during the first six months of 2009. The most significant decrease was in the number of homicides. The total number of homicides from January 1st through June 30, 2008 was 52. During that same time period in 2009 (January 1st through June 30,) the total number of homicides is 25. This represents a 52% decrease in homicides.

In other categories, San Francisco had a 15% reduction in robberies, a 10% reduction in rapes, and a 6% reduction in aggravated assaults.

Additionally, non-fatal shooting continue to decline since 2007. Comparing year-to-date statistics, January 1st through June 30, 2007 to the same time period for 2008, non-fatal shootings decreased by 27%. The trend has continued to decline into 2009. Non-fatal shootings have decreased by 6% (through June 30th 2008 compared to the same period in 2009).

The San Francisco Police Department believes that the decrease is crime is due to the following factors:

1) SFPD Violence Reduction Plan

2) Increased station staffing levels at the District Stations

3) Increased Community cooperation and support

4) Ongoing collaboration and support from Federal law enforcement partners

5) Local Law Enforcement Partners, including the District Attorney's office, and the Adult Probation and Juvenile Probation Departments

The Violence Reduction Plan is based upon the scheduled deployment of officers into designated high crime  zones. Different strategies are utilized consistently throughout these areas. The strategies place emphasis on increased uniformed presence, narcotics enforcement, fugitive apprehension, probation and parole compliance checks, foot patrols and the strict enforcement of stay away orders (including gang injunctions).

The designated Zones are:

Zone 1 Tenderloin

Zone 2 Western Addition

Zone 3 Mission District

Zone 4 Bayview District

Zone 5 Visitacion Valley

The Zone Enforcement/SFPD Violence Reduction Plan is based upon the extensive research of Anthony Braga, PhD, of the John F. Kennedy School of Government at Harvard University, who identified that nearly 50% of all violent crime (in San Francisco) is committed in 2% of the neighborhoods.
